The EPA for MPG do the same thing, they pick & choose cars, so many times car manufactures can just claim whatever safety or MPG they want, until it gets challenged. Good example of this was Ford recently who had to adjust many of its cars MPG ratings.
And hyundai too, they had to pay a fine for false MPG claims
