Hopefully its just a bad head gasket and you just need to replace with a thicker/Stronger gasket.
The tech may be thinking vvel since its what our car uses to operate the intake valves which is what I was sort of thinking. my question is, if it is the actual mechanical vvel components did you just hit the boost limit for this car and how could these components be strengthened.
