The whole point of painting them is to have them stand out in contrast to the wheel -- thus, chrome would defeat that purpose if your wheels are silver.
For contrast, red, blue, whatever, will look better. Also, personally, not really a fan of the chrome look overall, if your wheels are, say, something other than silver or a variation thereof. Alternatively, if you just want them to look tasteful and not stand out so much, but rather blend in better, I say just paint them black.
