I want to know if the car will start with the lock removed? Or if the ECU can flashed to remove the code that allows the car not to crank

I want to know if the car will start with the lock removed? Or if the ECU can flashed to remove the code that allows the car not to crank after it's removed? If thats how it works . I'd like to see this come off my car now if it can.
