I'd use that money first for:
Track Safety Gear:
A proper set of racing fire retardant gloves, shoes, socks, and under garments. Bright color gloves help with point bys.
A fire extinguisher and mount. I use to following
The Bracketeer Car Fire Extinguisher Bracket
Amerex Handheld Extinguisher - Halon 2.5lb
Those things are nice but realistically how many people at the track actually have all that and this is his first track experience (if I read right). Odds are he will need a lot of track time before he’s even near pushing it to the limits to require all that. Just get the car in a comfortable spot and learn slow and safe.
