For sure if they don't have an actual tint bay set up there. It's pretty easy to get small specks of trash in a job. If there's a tear that's crazy, it should've been ripped right off and replaced. It benefits the tinter to replace stuff immediately since the glue hasn't set yet. I'd force them to let you go elsewhere.
