What kind of wheels are those? They could be out of round. You might also try road force balance.
I agree. Check the wheel "stuff" first ... proper hub rings, lug nuts (correct type and torque), and balance.

these are Varrstoen ES9, they come in only 73.1 hub size. They gave me the new lugs so they "should" fit right. I torque the lugs to 95 ft-lbs.

I'll go talk to the wheel place see if they can verify the balance again.

Lugs torqued to 95 ft/lb's ? Factory torque is 80 ft/lbs FYI

Good point. When you re-mount the wheels after the proper hub rings are installed, torgue the lug nuts to the proper spec (80-85 ft/lbs) ... and tighten them down in a cross-pattern sequence to ensure proper fitment.
