It's pretty awesome having a "sleeper" that is faster than the muscle cars listed above. Oh yes you can mod them too, but you won't stay under your $60K threshold. My suggestion is if you want a Z get a Z, a 12 or 13 and you will be able to buy all the supporting mods and come out with money in your pocket!
