I talked to some of my law buddies as far as popping my hood in the future and they said this is a big gray area. The way it has been described to me that if you refuse, the cop is most likely going to tow your car because they are not searching for contraband (drugs,weapons,etc) but making sure your car is not a "hazard to the environment and others on the roadway"
