It's the manifold. It just makes peak torque lower in the rev range, which you can clearly see. A tune will only do so much.
Any other differences are as likely due to transient factors (e.g., intake temps) as not. Also, see if you can get those results in SAE, DIN and STD tend to skew high on NA cars.
