Obviously the car will run better with tune and gain power but your talking about $600 dollars a tune for just N/A mods. If you were F/I, you have to have a tune to run the car.

Most people do not go with the headers as most already know that they don't do much. Only proven header is the FI LTH. Other than that most have ran the car with I/HFC or TP/ CBE without issues.

But would you pay $600 every time you added a bolt on? All I suggested is that he get all that then tune. Not everyone has $$$$ disposable to shell out for a tune after a $300-500 mod was added.
if your shop tells you its 600$ everytime you tune they are ripping you off.

you pay a good amount the first time because you pay for the license for the tune and then they have to start from scratch to dyno tune your car

after that, if you ever retune, it shouldnt take them that long as they need to tweak the tune vs start from scratch. Now that is unless you go from an NA build to an FI build, then tuning might take longer but still shouldnt be 600-700$ cus you already purchased the license the first time. unless you had a complete overhaul of the engine
