Why is it BS? You haven't explained fully the reason why he needs to drop the tank. Is it because he thinks the heat will hurt the tank? Is any welding done on the outside of the car? Is the main hoop getting mounted to the floor or the shelf? Is he cutting a hole? Is he boxing the floor plates?

Here's a photo, he's welding in the indicated areas, well to the left and right of the fuel tank. I think his apprehension was mostly because he thought the fuel tank was made of plastic... I've spoken with him since I sent photos of the tank outside the car as well as with it cut open so you can see the material under the protective coating.
