You can fix the bumper with epoxy made for plastic bumper repair , but it will never be the same, you need to ruffen up both sides of the bumper

You can fix the bumper with epoxy made for plastic bumper repair , but it will never be the same, you need to ruffen up both sides of the bumper and place a small piece of flat in metal across the back of it and fill it in on both sides. Then leave a lot of epoxy on the back to act as a brace.
Make sure you get a completly new bumper and complete paint and installation for your damages. Also I can see the store trying to say the damage was prexisting as the car is 4 yrs. old You may want to get the car upon a lift and check for other damage, it looks like it was done on a parking barrier or possibly the lift they used.
