The fact that no one can produce documentation of exactly what insurance the OP bought is very, very unusual. I could produce that declarations page for virtually every insurance policy that I own in a matter of minutes. And if I can't, I am 100% certain that my (independant) insurance agent can.

Your suggestion that Progressive should just pay the claim is based on the assumption that he did buy a policy that covers the situation, yet no one...no one...can prove that he did.
