BTW, the rear tail lights are tinted black & I have the flashing bottom fog light in the rear as well. It flashes when I hit the brakes! The side Z markers are also painted black! it's not actually specified as a single use item in the service manual, which is odd. mine hasn't loosened. I put a paint mark on the bolt head and the pulley and check it every oil change

The fact taht it says 30ft lbs and then turn an additional 90 degrees means the bolt is probably a torque to yield and should be replaced. It would also explain why you were unable to get it to go 90...

I vote 100% sway bar end link/bushings. Take it off, lube bushings, tighten back down to like 130ft/lbs.
