Then they're real cops. If you go in front of a real judge, they're real cops. Some campuses I've been on had their own police force and the worst thing that could happen if you didn't pay a ticket was they would withhold your transcript until you paid, and you could argue them down on the fine by playing the "poor college student" card. Your insurance would never be informed of the ticket either way, and they couldn't issue a warrant for your arrest.
