Yes it's allowed, some retailers are paranoid and just won't do it. I use MidwayUSA you just need to scan and email your ID to them. They might not be the cheapest but they have a decent selection.

VABAM

MidwayUSA is a great place to start and is a great one stop shopping site but I have found better deals on bulk ammo on other sites. Look around a little you might be able to score a great deal. There are some web sites out there that do all the searching for you like: www.ammograb.com/9mm-luger.

Depending on where in NJ you are, PA has lots of gun shows in spring and summer. May be worth a trip. I don't think you would have an issue with buying ammo and driving back.
