Exactly, psychiatrists almost never do talk therapy. That's a trope that Hollywood has spread. However, only they can write prescriptions (in most states). There are good ones, but there are also a lot of bad ones. That's a whole other thing though. A (good / experienced) psychologist will be able to help develop tools to handle the problem. It's sort of like remodeling a building while you're living in it. Understanding what's going on is often a huge relief in and of itself, which a professional can diagnose. The language suggests depression, which is very common with panic disorder.
