Not sure how you're seeing IATs of 15 degrees F. Was that in Celsius? IAT's will be a few degrees above ambient when moving.

The actual formula is (9/5)*TempC + 32 = TempF. Except for easy numbers that 9/5ths typically requires a calculator. I just substitute 9/5ths for 2 and it makes the math simple and gets you in the ballpark
