Depends on your goals. If your just staying with what the base kit offers "no" you dont have to have it. However, It is an option that most and even my self would urge you to get. A boost controller must be met with constraint! Just because you have one doesnt mean you need to turn the boost up!

For instance Sam@GTM and I are building the 1st 1000+hp 370z right now. I for the love will NOT be running that high of a HP and Boost on the street unless I cross a Bugatti Veyron in which I will proceed to hand him his @SS!!! lol.
