Your Automatic tensioner could be worn out.

Did the last shop have it off and not install it properly?

Your local shop can find the tension torque specs.

-Half inch torque wrench, with a 3/8 reducer. put it in the tensioner slot, see what kind of torque it takes to move that baby, should tell you if its worn out or not.

Edit: from identifix

Inspect indicator marks and replace belt if mark is not between reference marks on tensioner. So check for those marks on the tensioner, make sure there inbetween.

Maybe you could open up the tensioner enough to try and spin that pulley to make sure it is spinning like it should? :confused:

I will try that if we ever get the trans in, this thing is a royal pain to get to line up!

update, I just checked my car.

I have the fine black dust on my serp side aswell.

Good to know, maybe we will start with the back and see what that does. Still fighting the trans right now, it just isn't lining up.

Are you turning the back wheels to get the splines to match up?

I don't think this would do anything considering the drive shaft isn't installed yet?

The black dust is from the pulleys that are painted black I think...

it was a royal pain in the arse trying to get mine lined up aswell

LOL.. Duh forgot about that one.. lol.. He can temporary stuck the driveshaft in ans turn that by hand.

I know exactly who it is. Talked to him a few days ago and he quoted me $200 for that bracket.
