I think that is a breather hose that connects to the top of the trans. One of the very top bolts hold that chrome piece in place and the other end connect to the trans.

I think anyways.

I just went out and twisted mine. Yours seems way tighter as I could get mine around past 45*.

How many miles elapsed from the time you cleaned that bracket to the time you rubbed your finger across it?

Yeah mine isn't quite that tight either. Just under 45 deg but I definitely don't see you slipping now on that side.
