I had a similar issue it was a fuse. My issue was my passenger side headlight TURN SIGNAL and LOW BEAM were not working. I troubleshooted it by installing the defective light into the opposite side harness WHICH IT WORKED. So after taking the word of a mechanic saying the fuses where fine, I discovered that one fuse was burned out. The fuse on the right side, 4th from the bottom controls both the TURN SIGNAL and LOW BEAM. Once replaced, both my turn signal and low beam worked again
