That's exactly what he did, he fabricated a small bracket to put the bulbs and button, tha bracket that he fabricated caused that scaring in the paint on the bumper

That's exactly what he did, he fabricated a small bracket to put the bulbs and button, tha bracket that he fabricated caused that scaring in the paint on the bumper according to him, because it added pressure or something like that, now my main concern is why did this scaring happen in the first place? Was it because of his cheap paint job? And if I repaint the bumper which I will have to now will this problem occur again?
