Of the 2, I would lean more towards the galley plug. I can't imagine places where flash that thick would see forces strong enough the break them off. For sure, no machinist is going to leave chips that size on a shipping part. Inspection would have his ***.

The C7 Vette's had a major problem with machining chips left in the motor. It was required that Chevy did the first oil change so that they could inspect the oil. A few people lost motors because of it.
