Tire noise from the cold weather

In cold weather, the front wheels/chassis will flex and skip on sharp turns at slow speeds. I read about it here, then a couple nights later I experienced it. Had

i've had this same thing happen.. not until it got cold out though.
if i'm stopped and have the wheel turned nearly all the way in either direction and give the car a little too much gas i get the dragging feel in the wheel an the sound. feels/sounds more like the front wheels than the rear.
