Where are you measuring? If you go too far to the outside you end up measuring in the area where the tread blocks taper into the shoulder of the tire,

Where are you measuring? If you go too far to the outside you end up measuring in the area where the tread blocks taper into the shoulder of the tire, which would read lower than the rest of the tread. If you can, post some pics.
Anyways, when you get the new tires have the cars alignment checked.
