I doubt a reputable tire shop would patch and plug at that location. It's on the side wall. If it fails, they are liable. So that means the previous owner

So that means the previous owner plugged it only themselves, which could fail at any time Bring it to any tire shop to confirm. $200 is cheaper than a wrecked car. MeaZ likes this.
