I'd personally say go with Seb from specialty Z. He handled my tune remotely and I'm from NY. It's very straight forward, he's very quick with responses and cna answer any questions you have. As for uppers and lowers. I'd just go upper if you're hell bent on doing it. Neither offer drastic changes. I run the m370 upper on mine and it's a negliganble improvement to power and maybe a small improvement on the butt dyno for mid range torque.
