DE drivers using HANS?

That right there is the key. HANS devices are only intended to be used with harnesses. Your standard factory seat belt will not allow the HANS device to function properly. If you're looking to use a head and neck restraint device without partnering it with 4-5 or 6 point harnesses, you'll want something more along these lines:
