Totally understand the situation here.
I can try to make contact with vendor, But IF he's busy with other things that he just doesn't have time to respond to me or other customers like yourself? There's not much that can be done. IF you just can't wait any longer? Request a refund and move on. This time of the year is always a hectic time as vendors gear up for large event like SEMA and of course the unwinding to catch up when they return. Im not making excuses but I see the vendors side of it too. Nonetheless again IF you just cant want for a reply from them? Get your $$ back.
