FWIW, part of that same section of the legislative code states that you must use the plates that are issued by DPS. (Sec. 504.943):

Underground Graphics here in Houston offer replicas of the MyPlates (but not sure about Euro plates). AutoGeek has Euro plates but they don't have the Texas logo.
