did seller backout? I had a bumper i was buying on here through paypal fall through also and was refunded after a couple days. Previous transactions i had paypal would

did seller backout? I had a bumper i was buying on here through paypal fall through also and was refunded after a couple days. Previous transactions i had paypal would charge me then immediately credit it to the seller (as I think it should be). For whatever reason they flagged the transaction and charged me but held the money and did not give to the seller. He didn't want to ship it out at that point which i totally understand and agree. Could this be a similar situation?
