It's not just a TX thing. The shop doesn't make any money on the parts and, if the part is bad, they have a pissed-off customer who will swear to all their friends that the shop screwed up, and warranty claims can get complicated. Because of that, many shops will not install parts they don't supply.
As the other posters have mentioned, you'll just have to look around for a shop that is not so skittish about customer-supplied parts. You may have better luck if you look in some of the smaller towns around you. Good luck in your quest.
