manufacture date ranges for steering lock failure?

Yes if you can turn the steering wheel with the ignition off then there is no steering lock.

^^This! It's not hard to determine if you have a SLU. Either look beneath the steering column for the unit or simply turn the wheel left and right with the car off - if it doesn't lock you're golden (if it does, hope and pray that it doesn't crap out on you this time

)
