I don’t see how you got hit at freeway speeds and just the paint got chipped. What did he hit you with a go kart? I have been in enough

I don’t see how you got hit at freeway speeds and just the paint got chipped. What did he hit you with a go kart? I have been in enough accidents (none of which were my fault) at variable speeds to have a good idea of MPH to damages.
Either your fluffing the "speed" or there is a tremendous amount of damage under the bumper and you need to have it inspected. Sorry if I sound like a jerk but this does not add up to me.
