I'm in Hawaii. ZERO emissions testing at all. Their theory is "We are on an island, the smog doesn't hang around here enough to effect us." And thats a true quote from the safety inspector lol.

Emissions is out there door but here, not only do you have to get a safety inspection but if you lower your car or modify your suspension at all, you have to get a "recon" (reconstruction) inspection. Basically damn near impossible to pass. Suspension too hard, suspension to stiff, camber not at factory specs, and all this crap the inspector gets to decide on spot by pushing down on your car. 99% of us don't have it but cops can be dicks if they want to be and write us tickets for it. but I think that living in HI would trump any crap like that or cost of living increases
