It is absolutely not your place to judge as to whether she is "qualified" for that parking spot or not. But I do agree that you can judge her parking job because if you have a disability that prevents you from parking straight, then you should NOT have a driver's license

One thing to keep in mind is that some wheelchair accessible vans have to park in an accessible space where the access aisle is located on the opposite side of the wheelchair lift on the van. In these cases, you might see the van parked almost entirely within the access aisle (the striped portion) in order to use the accessible parking space itself for loading/unloading of the lift. Some people with accessible parking permits will unknowingly park in the empty accessible space (because they don't need the access aisle for loading/unloading), which prevents the person in the van from being able to use their wheelchair lift.
