It's literally the butt plug. The models outside the US have a fog light back there, but we just get a plug.

and mystery solved. Not as fun of an answer as I was hoping. Has anyone thought about using this space for a back up camera or would that just be way too low?

A bit low, but you can buy the rear fog and get it operational if you want. Other options are to get a new rear bumper.

I gave my baby a battery operated butt plug . . . seems to like it

There's a small square plastic piece (not the one you're referring to, this one is body colored) in the center of the bumper...I had an installer drill a small hole in it for a backup cam, works great.
