Fast lane on a free highway, most likely the most left lane, is for drivers that's willing to pay to be less congested. Since most drivers aren't willing to pay on a free highway, that's why the fast lane is less congested.
You can't really miss the sign that indicates there is a charge. It's like going through a prepaid toll road
