Yeah, Seth - I originally used dip. Then switched it up.. Follow my DIY if you'd like.
DIY: How To Blackout Taillights And pfdaxe is right.. Cops out here really just get pissed off with the cars that black them out so much that there is barely any light coming thru. Also i've found that much less people have issues when you leave the reverse light instead of blacking out the entire light. But look at my DIY and find my new tails...
