I just noticed something about the K&N looking at pictures in the install manual. It looks like the plastic thing I circled in the picture using my mad paint skills

I just noticed something about the K&N looking at pictures in the install manual. It looks like the plastic thing I circled in the picture using my mad paint skills is supposed to be removed ? What the hell is that thing, and does it hurt anything ? Looks like with it removed the routing of the hose remains unchanged.
