Not really in need of over the air TV. 99% native media. Maybe the occasional use of you tube.
Maybe I should just hide a DVD player behind the TV? Or rip DVDs and video files onto a USB stick?

Sounds like that a usb sticks would be the easiest/cheapest for the media you will play.
Smart tvs should play all that from usb as long as ripped in correct format.

Streaming over WiFi is the goal, but if I have to rip my DVDs and clips anyway before I can stream them, it sounds like I might as well just load it onto a stick and use a smart TV to play it.

Well. I thought the new vlc player was going to support chromecast. If that is updated already then u could just play your dvd/cd via vlc player on your pc and use vlc to stream to the chromecast. Look into whether vlc has added that support. That way you wouldnt have the hassle of burning dvd.

If I read correctly, Chromecast does not send the data directly from your computer to the HDMI dongle. It first uploads the stream to a server and then it is sent "back" to the dongle. But maybe I'm just reading it wrong.

Have you looked into an RF modulator (converts computer video signal to broadcast TV frequency)? We used to use those back in The Good Old Days to get from CGA/EGA/VGA to TV (cheap, but very low-res monitor). Hooked the RF mod input to the graphics card and the output was a piece of twin-lead. They may make something that uses modern signals/wiring.
