Looks like 3.5G for OS which actually leaves it .5G under Microsoft for developers. I think with Microsofts use of eSRAM it may be a little ahead of the PS4 now as far as RAM goes.

There's another 1GB of flexible memory that's handled by the OS, but not dedicated to the OS. Which puts it .5GB more than the Xbox One. Which puts it near as makes no difference.
