I read some place that this is a common occurrence in that part of the country. It's an attempt to 'control' who gets to buy a gun. They 'lose' the paperwork multiple times, hoping you give up.

My friend's mother works the records department at the local PD and she just told me to get the letters from them and bring them directly to her. She'll hand them to the detectives directly
