It got named that because they allow Concealed carry in general, but only Open carry is allowed in bars (well, places that sell liquor for on-premises consumption, so probably restaurants too? I'm not all that up on their laws). So you CC w/ your IWB most places and then do the VA Tuck to switch to OC to enter places where CC isn't allowed.
