I agree, comparing tuned before and tuned after is the best scenario for showing a part's true gains.

For example many air intakes see gains by leaning out an overly rich AFR, which they can control by their MAF tube diameter. An optimal tune would also typically lean out the AFR the same or similar amount. If you compare tuned vs tuned the results are not always quite as impressive.
