Free Stillen Exhaust...?

thats a full Stillen system, one of the best out there, and can be had for $1200-1300, sounds like you may have gotten yourself a good deal, and yes, so

So would cats be the next logical upgrade then? as opposed to say an intake?

First, congrats on getting a free exhaust. That's awesome.

Secondly, after the CBE is added, the majority of the gains are realized. Seems like adding high flow cats will only net you an additional 5hp or so.
So, if it's between the two (intake or cats) I'd go intake. Plus, there is always emissions, visual inspections and CEL's to worry about with high flow cats (not a big deal, but I factor it in).

But, either way, stay clear of changing the headers. Doesn't add much of anything.

As for tuning, you're good for now. But, if you add the intake and high flow cats, you'll want to get a tune to correct the A/F ratio. You can go uprev or AAM.

I'm partial to the Stillen Intake. I have it as well as the Stillen CBE and the sound is amazing. I hesitate to get HFCs because most people report rasp issues.

thats a problem with test pipes, HFC's with the Stillen exhaust have zero rasp.
