I'm looking at boost levels below 20 psi, which isn't exactly pushing the limits for some of these turbos, i could see in the 20+ psi range you would want to go single, but he has far more torque at the same boost level. with c16 there is no reason bigger turbos can't run >700rwhp, nobody here has dynoed with real race fuel to this point.
Just watch O&Gs build and see what a single can do. A single is always going to make more tq than twins. You moght give up early spool, and its just a few hundred rpms, but that's about it.
