I don't aim to do this, but doesn't the hardware bear the CARB certification numbers on them? That means that you could theoretically get the Stillen tune and CARB certification

I don't aim to do this, but doesn't the hardware bear the CARB certification numbers on them? That means that you could theoretically get the Stillen tune and CARB certification and then run to an independent tuner to get it custom tuned. Is there anything I am missing other than the fact that it is cheating the system?
